i did all 3 steps.
1-i used TecDOC 01.2010 patch.exe
2-i Copied & Replaced "stdocxx.tmp" and "tof.dsn" to "C:\TECDOC_CD\1_2011\pb\", (C= my installation drive)
3-it created in only C:\TECDOC_CD\4_2011 that files "SftTree_IX86_U_50.ocx" and "SftTree_IX86_U_65.ocx
i copied "SftTree_IX86_U_50.ocx" and "SftTree_IX86_U_65.ocx in c:\windows\system32\
but it still same. Testpoint

TecDOC is working fine mate. The problems come from your installation or your operating system.
Uninstall, clean your registry and tryn again, else do a fresh installation on a new operating system.
See the screenshots and read some above posts...

I had a similar problem

Just open tof.dsn in a text editor
then make sure, the database is connected to the correct database

for instance

After installation, my file read:
[ODBC]
DRIVER=Transbase ODBC TECDOC CD 3_2011
DATABASE=TECDOC_CD_3_2011

But it was suppose to read:
[ODBC]
DRIVER=Transbase ODBC TECDOC CD 4_2011
DATABASE=TECDOC_CD_4_2011

After this little change, all was working fine

I hope it will work for you as well.
